If you see a Passenger with a notation of Lic. followed (or not) by a date.
On occasion when a vessel is ready to depart port and does not have a full quota of crew the Master may make the decision to leave port anyway and may negotiate with passengers to become temporary crew members. Since any crew member is required to have a license that is the date that appears next to the in the passenger list. Alternatively it is possible that a passenger cannot pay his fare and will request to become a 'working passenger', the same rules apply. If the date of the Licence is not close to the date of sailing, it might be possible the had already served on board other vessels, and probably responded to a request from the Master, renumation would have been negotiated, standard rates or their fare refunded, etc.
